The Evaluation Process

Evaluations shall be conducted at least every other year for permanent employees and annually for temporary employees, probationary employees, and permanent employees who have been designated as requiring a professional growth plan.

Areas of Evaluation
Employee competency shall be evaluated as it reasonably relates to:
a. The progress of students toward established standards of expected student achievement;
b. The instructional technique and strategies used by the employee;
c. The employee’s adherence to curricular objectives;
d. The establishment and maintenance of a suitable learning environment, within the scope of the employee’s responsibilities;
e. Additional evaluation and assessment guidelines or criteria related to an employee’s job responsibilities.

Establishment of Objectives
The establishment of an objective is a critical first step in the evaluation process. The objective should address one of the above areas required by the Education Code and described in Article 12 and Exhibit L of the BTA contract.

The evaluator and the employee shall meet for a pre-evaluation objective setting conference no later than November 1, 2003. At this conference the evaluator and the employee shall attempt to reach agreement on the specific objective for evaluation.

If the employee and his/her evaluator cannot reach mutual agreement of the employee’s specific objective, the evaluator shall have the right to make a decision of the specific objective. The employee may attach a written statement indicating disagreement with the evaluator’s decision.

You will want to read Article 12 and Exhibit L – Evaluation Procedures – to have a better understanding of what to expect and how the process should take place.

If you have questions or if something looks unusual, you should contact your Faculty Representative immediately. If you suspect that any observation or evaluation conference will include any derogatory materials, less than satisfactory reports, or possible disciplinary action, you should request a BTA representative to be present at the conference.

Evaluation Timelines (these timelines are available in the contract section on BTA’s website: www.burbankteachers.org)

November 1, 2003: The evaluator and the employee shall meet for a pre-evaluations objective-setting conference and complete Form A or A-1.

February 1, 2004: Classroom observations shall be concluded for second year probationary employees who are being considered for Non-reelection.
